When an item is added to the cart the price is then set as long as the item remains in the cart. If the seller changes the price before you check out the original price is still what you pay (weather the new price is lower or higher). As for the store terms the current terms at checkout are what is used even if they are only recently changed. The terms are included on the bottom of the checkout page (where shipping method and payment currency are selected) by clicking submit you are agreeing to the terms that are shown on that page, it is the contract that you are signing so it is worth at least skimming (if you have already read the terms, or reading completely if you have not) to make sure no extra fees have been added while you were browsing the store.
