Sorry, but the short-sightedness is tiresome. So much so, that I find it difficult
to muster enough empathy for your current buyer predicament. We, all of us, reap
what we sow in the end. Suffice to say a buyers responsibility in the completion
of a transaction, does not end with payment

that I feel as though it is up to the buyer to change that setting as they are
they only one that can truly say that a transaction is completed, not the seller
who does not know if they buyer is done yet.
So, with context, IMO, the last setting a seller should change the status to
is shipped. Nowhere did I say that that was the end all of a transaction.
