No, you cannot do that if you are paying with IC, because then you are also telling the seller that they need to do a refund which comes around full cycle to the sale minimum. Why would they need to refund? This is not to do with shortages, it is a buyer making a "donation" to meet a minimum order value. Refunding would put the order under the minimum price.    The correct way of doing this is to allow an IC authorize for the minimum amount, then the seller can capture it when they’re ready to ship. This goes back to my suggestion (which is aging like a good cheese) about making PP and Stripe payments two step (authorize then capture). Two step could eliminate every micro-refund for parts shortages. /soap_box I think that the tmie of charging is a different issue. The current charging method would still work, if only there was a way for a buyer to accept an extra service fee equal to the difference between the order and the store minimum. But that has issues too, when it comes to refunds for missing or incomplete orders, or orders where a buyer returns items especially if not all the items.
