PayPal allows partial refunds... at least my PayPal does... if anyone wants to buy a $0.05 1x1 plate from me & pay me $2.00 for it to save on shipping fees.. i will 100% allow it. not sure how much sense it makes, but hey.. you saved on those shipping fees!
