It's probably not realistic to have variants based on production date and location, so, in cases where multiple accurate bag counts exist, a number range with a disclaimer about varying bag count could be used instead of a fixed number. Some possible examples of value display: "26 bags, numbered 1-26" "4 bags, unnumbered" "4-5 bags, unnumbered" I was bought an old rare set as a gift and the gifter went through quite some hoops to research bag count since the seller did not know the set well enough to confirm it was accurate; only provide the actual bag count from the box. Having this information documented would be helpful even if the helpfulness varies by age of set.
