European sellers are not bound by those rules. I wouldn't charge paypal fees even if i was allowed to- no buyer likes to do math while shopping for their favorite toy. I'm surprised that Bricklink's admin allows this because they don't make money on fees so sellers in EU can reduce their commission to Bricklink by lowering their part cost and charging extra fee like this.
