It may not even be able to be listed as INCOMPLETE if the essence of the set is missing (all the minifigures in an IP set) or if only a small portion of the whole is present (i.e. a single minifigure or a part). Wasn’t there a tolerance for new, not yet catalogued, minifigures, when only the set entry exists (so, without an inventory yet)?
