I don't know what the practice is (or was at the time) but it seems reasonable that there would be 1 cord per polybag so they could be grabbed and inserted into the set more easily, whether by a human being or a robot. This would also prevent their getting tangled in the bag. Imagine trying to pick up exactly two cords from a bunch that aren't bagged.
