I think most do not make the right claims with Bricklink for them to take action though. I see people with the worst feedback where they didn't send all the parts and it only takes 3 people to make the right claim for them to be suspended. At least that is what I thought. If the seller refunds for the missing / damaged / wrong parts and shows proof of it, then the NSS will be removed. However, the buyer might still leave negative feedback. So the store can have a poor feedback score without being suspended.
