Should be EST, daylight savings time hasn't started yet. And using GMT isn't
going to work with everyone, not everyone knows where they live in relation to
GMT. EST is -5 hours for example.

Everyone should know where they live in relation to GMT, if they can't, the
education system has failed everyone.
