Try with a small set whose part-out price you can check by hand? Oh yes that worked! I chose a small HP set and compared the part out to how much it would cost to buy the parts from my store. Buying from my store was cheaper then the part out value. So to answer the question for the future, it appears the part out value is the before sale price or base price. Thank you!
