Are split payments not supported via the "Paypal (Onsite)" option - I
have tried with multiple stores at different times an always had the system throw
an error.

Is this a sitewide policy or a store-to-store policy that I just keep hitting
stores that don't allow split payment for some reason?

Yes, they aren't.

When you say "split payment," do you mean where you pay part from your
PayPal balance and part from a bank account? I have done that on Bricklink within
the past 6-ish months.

Oh if this is what he means, yes, it's works well, same, I use it often.

But I was thinking he talked about Pay in 4x or such.

No, I mean the option in Paypal to split payment across multiple credit cards
- Paypal offers the "Split Payment" toggle when you check out (even through
BL), then you choose the amount for each card. It's the same functionality
as when you use balance adn card, you're just choosing two cards. When you
attempt to do that, BL just throws an error as you return from Paypal's interface
- no explanation as to why or what caused it.

Because BrickLink (and other marketplaces) do have to select which options they
require at PayPal (or Stripe, etc).

And because each option may have a different agreement cost, and/or risk, and/or
availability depending the Country of the buyer and the seller, I guess BrickLink
picks the wildly used, the simplest, the ones that make the less problems (cash
backs or frauds), etc.

IIRC, one could pay on Stripe using some crypto currencies. And one PayPal split
payments like in 4 months... That would also bring more customers/orders, but
unfortunately, it's not implemented here.
