Doesn’t the set’s page show “pending approval” either way?
I was just waiting for these inventories to check I had the colours right in
Studio, without having to check the element IDs from the instructions one by
one 
But I’m not sure I looked at the pending inventories for these ones. I think
I did but I may be confusing with other sets 🤔

Nope. 
A set that is reserved shows "Inventory In Progress".
A set that is being worked on or is complete and pending approval shows "Inventory
Pending Approval".
Both conditions are poorly labeled.

Nope.
A set that is reserved shows "Inventory In Progress".

Right, now you’re saying it, I remember I have seen that sometimes
(Still can’t swear it was for these two sets  I need to buy me a “dash cam”
and record everything I do )

Seems there should be three conditions too: reserved, WIP, pending approval.
