Yes, 1x4 tiles have the small “tubes” on the bottom so they connect to studs
better

To be complete, many of the Modulex tiles have no bottom tubes either, like:
and for bricks, several of the 1x... bricks have variants without bottom tubes,
either because of their age or because of how they look in transparent colors:
