On the Gallery, yes, you’re limited to Display only.
Elsewhere, they can be fully downloadable. (For instance, Eurobricks & LDraw’s
OMR have some.)

Ok, what about brand name cars? E.g. BMW, Honda, Mini.

Same. Display only.
If you make a car and say “it’s a Mini,” even if it looks more like a potato
on a skateboard: Display only.
If you make a car and say “it’s a car,” but it looks very much like a Mini: Display
only.
If you make a car and say “it’s a car,” and doesn’t look like you copied the
design: you can opt for Full access.

(But they shouldn’t have been able to break the rules as only admins can authorize
