Hi,

the wheel goes on small wheel pins, like this one:
 
Part No: 66897 Name: Plate, Modified 1 x 2 with Wheel Holder, Reinforced Underside

Parts: Plate, Modified

You can also put a bar through the wheel:
 
Part No: 87994 Name: Bar 3L (Bar Arrow)
* 		87994 Bar 3L (Bar Arrow)
Parts: Bar
and you can put the bar in a Technic pin that will fit in 18975.
I don’t know if the wheel will turn well though.
