If a set is new, it needs the packaging to be complete. If it's used, it
does not need packaging to be complete.

On Used sets, stickers should either be applied on the bricks or still on the
sticker sheet.
More precisely: the stickers are needed to build the set.

Now it’s clear to me for once and for all.
So when all the stickers are present on the bricks it can be marked as complete
even with the missing box?
