Recently I saw a Bricklink page that had part Category changes by year. If I
remember correctly it showed the part picture along with the old Category and
the new Category. For example: it showed part 6215 as moving from Brick, Modified
to Slope, Curved. It even showed what was planned for 2024. I can't seem
to find the page again. Can someone send me in the right direction? Thanks.

Start at [Market] [Catalog] [Logs], then at the bottom choose [Item Category
Changes]

https://www.bricklink.com/catalogReqList.asp?nID=&viewDate=Y&viewType=E&viewStatus=A&viewAction=P

As for planned changes, that was on a special help page:
