| Is there a rule for this part not being in the catalog (I can't find it)?
Yes, it's a part used internally by LEGO, but it exists.

The heads were kind of a fallout from the minifigure parts removal situation.
The clutch tools seem to be outside of this area and they don't seem to show
up in the market in questionable bulk quantities.

| | | Unfortunately there were large quantities of these listed at one point in stores
along with many of the exotic colors, so they got removed. Some of the good got
removed with the bad.
The internal admin policy is still that they are not allowed to be sold. Maybe
in a few years when the fake parts issue fades out we'll start allowing them
again.

How about having it to the catalog to show that it exists and mark it for deletion?
I believe such parts can't be added to inventory, therefore not sold. My
interest is not sale but documentation of history.

somewhere.

That was my first thought, but I believe that would also disallow sale of all
parts that were never released, e.g. vintage bricks in certain colors not found
in any sets. These are currently sold, I have sold them as well. I even supplied
photos of them to the catalog.

I said "...so it would need to be in the Terms of Service somewhere."
Meaning, if BrickLink corporate wants to back it up their position on this, they
need to get it written into the Terms of Service.
