Interestingly, in the instructions currently available online with Lego.com,
they are not used in that step.
Nor are they included in the parts listing.
Did they change the design of the set?

Yes, they have definitely redesigned it.
There are now 3x
[P=3069b,85]
instead of 2
And only 1 x
instead of 2.
Looks like other changes as well.

I purchased 3-5 sets of the Lunar Space Station for the dark blue window elements
alone. if anyone wants me to, I could take photos of what's in the sets,
these are relatively recent stock from different stores in my local area. While
I'm not sure which came from which store, if there's any variation in
elements included, it could possibly be helpful to pin down some pattern.
Unless someone from TLG wants to tell us what changes were made and what to look
for in order to identify the changes, this might narrow things down a bit.
I'm happy to help, if someone asks, I shall check the sets I have. I'm
going to unbox them anyway, because I want to make a multi-part space station
for a MOC I've had in mind for a while now.
Send me a private message with details of information I should collect from the
boxes and bags, etc.

that my instructions look more like Douglas' instead of Randy's.

I had some extra time to look into this today.
This set was apparently redesigned (at least once), and I have located both two
sets of instructions and made out the difference (which also included fixing
an error in step 122).
The inventory has now been updated to show both versions using match ID 99 and
a note has been added for explanation as is the standard for this situation.
Because the parts above are still valid for one of the versions and is therefore
still included in the inventory, this request will be rejected.
