Can you add a picture or state which page of the instructions this piece is used?

You are correct. Or at least partially. 
One page in the instructions definitely shows one white 32209 being used. However,
according to the LEGO replacement parts service, this set actually came with
two of them (probably so someone could use all four wheels on one beam without
the need for the smaller pins).
I have accepted your request and changed the quantity to two.
