Have a sealed minifig pack with that head plus the instructions show that one.

Please share pictures of the sealed package. I've watched a couple of YouTube
unboxing videos and they show the head as currently inventoried.
If the set did come with a different head, then a new minifigure should be added
to the catalog with the alternate head.

Your photo of the sealed bag from the set shows two torso assemblies, two legs
assemblies, and three heads with no other parts. That ain't quite right,
friend. 
In fact, it's way off. Did you personally take that bag out of a factory-sealed
set which had not been tampered with?

| Yes I removed it from a factory sealed set. I was given the minifigs to put in
my collection and someone else had the set.

Everything I've found says that although the set box and instructions do
show the figure with the standard grin pattern, the set actually came with the
head as shown in the current inventory.
Since I cannot verify the accuracy of this request, the request was not approved.
For reference I have attached a photo showing how the set appears when the box
is first opened.
