Nathan (Peteparker) Our current catalog guidelines for minifigures make the condition of handheld items being added to the minifigure in the instructions the finishing point of the minifigure build. So, for Doc Ock from   *  76174-1 (Inv) Spider-Man's Monster Truck vs. Mysterio 422 Parts, 4 Minifigures, 2021 Sets: Super Heroes: Spider-Man the figure is considered complete on page 5 before the arms are built and added on the subsequent pages.
