In the future for program questions you would go to https://forum.bricklink.com/ or click the link forum link in the splash page of the app. This is not a glitch. You have hidden all panels and need to go under view and click show all panels. If you want to just have that show up when you want a part you can click tab and it will come up until you go back to the main window.
