After 7 days you could have opened a NRS.
Although you've got the right to to cancel, the seller opened the NPB because
he wants to be protected against any feedback.
You can go to the NPB page and click option NPx "accept penalty and cancel
order".
One strike won't hurt your buyers status.
Or contact the Helpdesk if you don't want to accept the penalty:

[...] Sounds pretty shady to me. So the seller can't work with the buyers requests.. but can immediately file an NPB?
