Looking at the instructions, all use the same ElementID so that would make it a variation and not a different part design. If both versions of this figure are common (and I think that they are), I think that the variations are so different that both should have their own catalog entry. Is there a reason not to do this? I do not have the required parts to do submit them to the catalog. I have 2 of these figures. Both from the 2012 batcave set, one included the dark green legs and black torso and the other included the vise versa. This indicates the production of these at least overlapped and were not regional errors.
