However, error on the side of caution when something doesn't look right. Perhaps the better way to have handled this is to report suspicious activity to the admin team via the Problem Center so they can evaluate whether there is an issue. Based on your definition of fishy I might have to be careful when I open my store in a few months. (Waiting for our house remodel to be completed.) Someone might think a new store with 200 sets, 100k parts, and 500 Instructions would be fishy.
