If they have already been delivered, presumably you need to pay to return them
to the seller's return address.

Not sure if that’s the case per say. Pretty sure (at least in Canada) you can
return packages to sender at no cost (at least for lettermail I’ve never tried
for parcel but when printing labels it often says that if returned the seller
will be charged the counter shipping cost)

So you can open a package, repackage it and return it at no cost? How do they
know it is a return? I can understand free returns if the package is refused
and then returned. But if it is accepted and opened, then the return could be
sending anything. If two people needed to send something to the other, a free
return for an opened parcel could be abused.
