I'd have to disagree that the claim is somewhat fraudulent. "Seller cannot provide tracking". This is true. The buyer did not say why and it's not a question that Paypal asks. It's possible that the buyer is trying to scam the seller. It's possible that the shipment is just delayed and will arrive eventually. It's possible that it was lost in the mail. Regardless, with the information provided by the seller, there is nothing definitively wrong or fraudulent with what the buyer has done. I am only nice to offer a variety of methods to my honest buyers. Though not what I would consider as a "scam" As a seller, I think it foolish offering such an option to begin with. Nonetheless, it is considerate as a vendor to offer the cost-savings option to your buyers, and it is an option or choice the buyer makes, with defined terms of risk. -popsicle
