I've part 31464 in yellow *without* a sticker. The part came in yellow in set 991144 which I purchased in 2006. Set 991144 was released in 1998 and 2002 according to the label on the box. On the label the part is shown in red. Until then, there is no proof for sticker sheets and a reasonable amount of proof against. Once the sticker sheets are deleted, some additional catalog/inventory work will be necessary to clean up.
