Quote feature is enabled for Canadian and US buyers. You have to go up to the very last step of the checkout to see the request quote button

I see it now. It is possible people do ont see it and do not know it exists because the default choice is "local pick-up". I am not sure if you can make the default [...] (11 months ago, Jul 5, 2023, to Selling)
