Unlike modern books that include minifigures, this is not a "book" that includes a minifigure. It is a set that includes a book. This will not be changed.

How so? I am genuinely confused, since the main product here is the comic, while
the Minifigs and accessories are an added bonus. Also, if this is a set, why
is the name "Pirate Comic"?


It was given a set number by the LEGO Group. That is why it is a set. Modern books are not given set numbers, and they are published by other companies. I don't know if the set has an official name, so the name "Pirate Comic" (or "Pirates Comic" depending on where you look) is what is used.

You are fine to disagree, but every LEGO database that I looked at categorized
it in the exact same way. We could all be wrong, but I don't think so.
