My choice whether to accept or not, I choose not.

I'm from Australia, to give you an idea of what International Shipping is
like for most small packages, it has to qualify for a particular type of package.

For instance, if it's up to 500 grams and is printed matter, it qualifies
for a letter rate. When it goes over 500 grams, it becomes a parcel and therefore
is assessed at different rates.

Your order being 20-30 grams in weight is not the issue here, in this example,
the seller has to assess if what you purchased qualifies for letter rates or
small package rates. They then have to bill you accordingly, as it is a requirement
by the post office that a package being mailed is sent via the correct mail article
category.

It's nothing personal, they simply have to adhere to the guidelines set out
for them when mailing an article through the post.

If you really want to know why you're being charged a particular rate for
small orders, perhaps you should look into what your purchases qualify for, and
try to better understand the point of view of the seller.

Sellers might use different shippers, instead of a postal service, pricing varies
depending on which company your seller uses to ship your order.
