Box and extra pieces are not required to list a used set as complete. The pieces of the set are though and they say it may be missing pieces. It appears this seller does not check parts compared to the inventories as nearly all their sets have the description "May be missing one or 2 pieces about 99% complete" or similar. These should not be listed as complete if they have not been checked.
