I have 101646 in hand and as far as I can tell, it is the same as   *  99464 Minifigure Cape Cloth, Very Short - Traditional Starched Fabric Parts: Minifigure, Body Wear . The measurements and shape match. It is starched cloth. I can almost convince myself one side is slightly fuzzy, but the sides look the same magnified.
