Could there be 2 different variations of instructions? Yes, sometimes. But that isn't the issue here. This is different ideas about how the rubber bands should be handled in an inventory. Just an idea, but box shows 358 pieces - inventory (incl. 4 rubber bands): 337 - Minifigures: 20 - board game: 1 So I would say 4 as regular as the inventory is confirmed by sealed set contents.
