Since it mandatory for EU retailers to display net prices with the customer's VAT% it's logical for this to happen. Not exactly. The VAT rate depends on the seller’s gross & registration: wether they are above or below the €10k in EU non-domestic sales and wether they are registered (OSS or in the buyer’s country) or not (they can register even when below €10k). If the store is registered: it’s the buyer’s country’s rate that applies. If the store is not registered: it’s the seller’s country’s rate that applies. In any case, the seller can still show the prices with their country’s VAT until the buyer enters their information (delivery address), so, practically, until the order is made. TL;DR: for logged users, the prices can be shown with buyer’s VAT rate or seller’s VAT rate, depending on the seller.    So prices outside the EU should be identical online and through the API. Yes.
