I'd be you I'd call PayPal and say there was a BrickLink/PayPal API error.
You're not going to lose approx 240€ for a 480€ order!?
Ask them to manually cancel it at no cost for you.
Well, I'm not sure it's the worst bug I've seen, and not resolved,
but sure it's a big one 
And we've got zero idea on what BrickLink/LEGO is doing for us as of right
now.
Which is even 100x worse than the problems.
