All the ghostbusters from that set are like that. Is there a reason? Thank you!

It's to give sellers a choice. Typically, BrickLink will allow only the simpler
build, but in some cases the more complete build is also added to the catalog.

This is a a bit of a gray area and there have been many discussions (some of
them quite heated) over this issue.
