In particular, it is completely ok and even useful to clearly define and put the battery wagons separated from their roof in the inventory. If so, then it should be handled in the inventory the same way as the wheels. Can you determine how the crane hook comes assembled in the box? I had this set growing up and can confirm that the train came fully assembled except for the last car. However, this set is a classic example of the exception listed in Help: Part Assemblies - Part assemblies should be included in set inventories only where the assemblies in question come pre-assembled in the set box. For example, 2429c01 should be included in set inventories rather than 2429 and 2430. There are some special exceptions to this rule, such as certain large animal assemblies. Another exception is when an item is pre-assembled for the purpose of box display. I do believe the winches/cranes of this period always came with string already assembled, and the hook is a possibility as well. The one snag there is that the left and right hooks seem to have been used interchangeably so we would need two versions of every winch/crane.
