In general, the first variation should be regular as we don't know which variation was used more. In this case, we know the answer. I think when one variation is used less than 5% of all releases,, it should not be listed as regular. However, one can add a note and explain this. In general, we should add more notes and explain the difference between variations and like, "the part XXXa appeared in all releases in 1979 but then it was replaced by XXXb since early 1980".
