I don't think it's possible, but you can convert the .XML to .txt by
changing XML to TXT in the file name - then you can open it, copy the text, and
upload to a wanted list thru bricklink

You can import it into https://www.brickstore.dev (available on all platforms)
and export as bsx or XML to clipboard and paste it.

I see two possible explanations for Stellar’s statement:
1. Stellar is making a difference between “upload” (as in “browse for a file
or drag’n’drop it from your file manager or desktop”) and “paste.”  But then
he explains how to do it with BrickStore while, as you say, it can be done with
Notepad 🤔
2. The “upload” button that’s in the detail page of a WL doesn’t allow BL XML
(neither uploading nor pasting).  But that’s not the same URL 🤔

PD: I did take upload strictly and I suggested Brickstore because I know many
afols nowadays that don't have a computer at home and do all on mobile. And
some phones doesn't let you open XML nicely to be able to copy the content.

You've to experience what a transaction is, at least.
