Seller suggests via paypal directly - not thru bricklink.

That’s against the TOS.
I don’t know about the rules in your state but if there’s Sales taxes on shipping,
by law, BL has to collect it, and BL can only do that if the payment is “onsite”
(done with the Pay button on the site, not by going on PayPal by yourself).
Otherwise, it’s tax fraud
